Troy, OH - A sudden winter squall blanketed parts of the county on Monday evening, as the snow-filled clowds could be seen coming in the distance, before slamming into populated areas along the I-75 corridor, making the final portions of the evening commute difficult.

The storm, part of a cold front which entered the Miami Valley late last night, dropped temperatures over twenty degrees over night, and has led to the large sticking flakes of snow now beginning to blanket the county.

Weather forecasters are also calling for snow showers on Tuesday.

The Troy City Council has called a special meeting on Tuesday, January 26 at 5:45pm to discuss urgent business, including the purchase of a new drop slide for the Troy Aquatic Park in time for the 2010 season, as well as the West Stanfield Utility project, and an emergency action regarding a lien to the Bucio family.

Law & Ordinance Committee                                                (Schweser [Chm.], Kendall, Phillips)

1.                   Provide a recommendation to Council regarding the zoning code amendments contained in Ordinance No. O-2-2010.   (Public Hearing will be held at 1-19-2010 Council meeting.)

2.                   Provide a recommendation to Council regarding an amendment to the sign code to add the following regarding temporary signs, which wording was inadvertently left off the last revision, to subsection (4) of Section 749.11:
" Maximum Area. The maximum area of any temporary sign shall not exceed a total of forty-eight (48) square feet, with no single face exceeding twenty-four (24) square feet."

3.                   Provide a  recommendation to Council regarding the replat of Inlots 8834, 9163 and 9164 to remove un-needed easements, and the dedication of right-of-way.   Lots are located in the Laurel Creek Subdivision.   Replat recommended by the Troy Planning Commission.

Ordinances (first reading)
  1. Ordinance No. __-10:  An ordinance adopting a revised Codification of the Tipp City Municipal Code.
 Summary:  American Legal Publishing of Cincinnati has submitted the 2009 supplement to the Tipp City Code of Ordinances, which contains ordinances enacted in previous years and revisions to ordinances that make reference to sections of the Ohio Revised Code that have changed.  The Clerk of Council has reviewed the code updetes and recommends acceptance of the supplement. 
  1. Ordinance No. __-10:  An ordinance authorizing the abatement of unsafe structures and enacting codes Sections 94.70 to 94.76 of the Codified Ordinances for the City of Tipp City.
 Summary:  This ordinance updates Tipp City’s existing code to adequately address this process or procedure.

Additionally, Council discussed the following motions:
Motions
  1. A motion to make an appointment to the Parks Advisory Board for a term expiring December 31, 2012. Kelly Gillis was appointed
  2. A motion to appoint two staff members to the Community & Reinvestment Housing Area Council for three year terms ending December 31, 2012. Jon Crusey and Brad Vath were appointed
  3. A motion to appoint a City representative to an ex officio member of the Cable Access Commission. Joe Gibson was appointed
  4. A motion to set pre-season membership rates for the 2010 season at the Tippecanoe Family Aquatic Center. Set rates as per discussion at Study Session of 1-4-2010

 
 
Resolutions (one reading required)
  1. Resolution No. __-10: A resolution authorizing the City Manager to enter into an agreement with Choice One Engineering Corporation for the engineering design for the Downtown Traffic Signal Interconnection Project in the amount of $72,280. Summary: Three bids for this project were received with Choice One providing the lowest and best bid.   
  1. Resolution No. __-10:  A resolution authorizing the City Manager to file a grant application and enter into an agreement with the Ohio Department of Natural Resources (ODNR) for constructing recreational trails for Tipp City. Summary:  These grant monies would provide assistance in constructing a recreational trail/bikeway to link parks within the City and bikeways to the Miami County Bikeway. 
  1. Resolution No. __-10:  A resolution to approve the acquisition of a supplemental project share of hydroelectric power from American Municipal Power, Inc. and amend Resolution 41-09. Summary:  This resolution has been prepared for City Council consideration for the acquisition of supplemental hydroelectric power from the Meldahl and Greenup hydroelectric projects. 
  1. Resolution No. __-10:  Authorizing the City Manager to submit application(s) for Federal Jobs for Main Street Act of 2010 funds through the Miami Valley Regional Planning Commission. Summary:  This resolution would allow the City to submit two projects to MVRPC for:  1) County Road 25A repaving; 2) sign face replacement project for the potential 2010 solicitation. 
  1. Resolution No. __-10:  A resolution authorizing the City Manager to purchase one 2010 Ford F550 Aerial Unit Truck for the Electric Department from Utility Truck Equipment, Inc. at a cost not to exceed $89,575.00 through the State of Ohio Cooperative Purchasing Program. Summary:  Council appropriated $125,000 in the Electric Fund for the purchase of a bucket truck for the Electric Department.
All Council resolutions passed 6-0.
 
 
The Tipp City Tree Board will be meeting on Wednesday, February 10, 2010 at 5:15pm in the Tipp City Government Center, 260 S. Garber Drive, Tipp City, Ohio.  At that time applications for curb lawn tree removals and plantings will be considered.  Applications may be obtained at the Service/Planning window in the Government Center and must be returned by Noon, February 3rd.
