TROY CITY COUNCIL
COMMITTEE MEETING NOTICE
COUNCIL CHAMBERS, CITY HALL
100 S. MARKET STREET, TROY, OHIO
Friday, May 28, 2010, 8:00 a.m.
Buildings, Streets & Sidewalks Committee (Harrah [Chm.], Kendall, Phillips)
1. Provide a recommendation to Council regarding authorizing an additional payment to the Ohio Department of Transportation (ODOT) in the amount of $16,268 associated with ODOT resurfacing SR 41 from I-75 West.
SUBJECT: ODOT RESURFACING OF SR 41 FROM 1-75 WEST - ADDITIONAL COST
__________________________________________________________________________________
RECOMMENDATION:
That Council authorize an additional payment of $16,268 to the Ohio Department of Transportation (ODOT) regarding ODOT resurfacing SR 41 from I-75 West.
BACKGROUND:
Council approved the final legislation associated with ODOT resurfacing SR 41 from I-75 West. This is a project for which ODOT bids and contracts, and the City pays 20% of the project cost. Council authorized a payment to ODOT in the amount of $165,000 for that 20% share, based on ODOT’s pre-bid estimate. This amount was higher than the budgeted amount of the $141,466 (which was based on an earlier ODOT estimate). The bids for this project came in higher than estimated and we have been advised that Troy’s 20% share will be $181,268. ODOT has requested that Council authorize the payment of the additional $16,268 at the June 7 meeting of Council. The payment is required prior to ODOT signing the contract for the project. This additional amount would need to come from the fund balance of the Capital Improvement Fund – 441, and will require a reappropriation at some point.
While the cost continues to exceed the budgeted amount and estimates, we are benefiting from having this major roadwork done at a 20% cost share. We do need to note, however, that the possibility of additional balance billing exists should there be change orders during the construction period that adds to the total contract cost.
REQUESTED ACTION:
It would be appreciated if you would assign to a Committee of Council authoring the additional payment to ODOT for the resurfacing of SR-41 from I-75 West. The legislation would be an emergency measure so the check could be issued.
